To rebuild Ukraine at municipal and utility scale, a damaged school, hospital, apartment block, water utility (vodokanal), or district-heating operator (teplokomunenergo) cannot move directly from a local damage act to an international grant or construction contract. Between a community’s initial recovery concept and a commissioned public asset sit three institutional gates: the 7-stage DREAM platform project lifecycle and Single Project Pipeline (SPP), the environmental and social safeguard crosswalk bridging Ukrainian law with multilateral lending standards, and the five-registry open-data audit trail reconciling State Treasury cash transfers against certified physical work.
While our Ukraine reconstruction funding pillar guide distinguishes macroeconomic RDNA5 needs (almost USD 588 billion over 2026–2035) from pledges, loans, and completed delivery, and our construction cost estimation and FIDIC procurement reference details AACE Class 5–1 engineering accuracy cones and Sub-Clause 13.8 price escalation math, this reference examines the governance, safeguard preparation, and digital verification records that make municipal recovery projects bankable and auditable.
Quick reference: DREAM lifecycle gates, environmental safeguards, and registry verification keys
Before evaluating a municipal proposal or auditing a disbursement claim, match the project record against its governing statute, digital registry identifier, and verification gate:

The 7-stage DREAM platform project lifecycle and Single Project Pipeline (SPP)
Ukraine’s Public Investment Management (PIM) reform—codified through Cabinet of Ministers of Ukraine (CMU) Resolution No. 1286 of 15 November 2022 (establishing the Unified Digital Integrated Information and Analytical System DREAM) and CMU Resolution No. 527 of 2024 (establishing the Strategic Investment Council and the Single Project Pipeline SPP)—mandates a single digital workflow for public recovery investments. Administered by the Ministry for Communities and Territories Development of Ukraine (Minresta) and the Agency for Restoration alongside the DREAM Project Office (developed with the Open Contracting Partnership and the RISE Ukraine coalition), DREAM (Digital Restoration Ecosystem for Accountable Management) connects six state registries via API using the Open Contracting Data Standard (OCDS) and Open Contracting for Infrastructure Data Standards (OC4IDS).
Stage-by-stage verification matrix across the DREAM lifecycle
Each stage of the dream platform project lifecycle locks specific engineering, legal, and financial deliverables to an external state registry key:
| Lifecycle Stage | Connected State Registries & APIs | Mandatory Municipal Deliverables (Hromada / Utility) |

Worked calculation: PIM and Single Project Pipeline (SPP) prioritization scoring
Under CMU Resolution No. 527, a municipal proposal cannot receive State Budget capital subventions or sovereign-guaranteed multilateral financing unless it passes Stage 2 PIM evaluation and enters the Single Project Pipeline (SPP). The DREAM PIM scoring engine evaluates each project on a 0 to 100 point scale across four weighted criteria summing to 1.00:
S_PIM = 0.30 × C_crit + 0.25 × B_soc + 0.25 × R_ready + 0.20 × G_bbb
Where:
C_crit(30%weight,0–100pts — Service Criticality & War-Damage Restoration): Scores whether the project restores lifeline municipal services (drinking water, district heating, emergency healthcare, primary education, or grid stability) documented by anRPZdamage act and aligned with the regional recovery plan.B_soc(25%weight,0–100pts — Socio-Economic Impact & Cost Efficiency): Scores cost per beneficiary (including registered internally displaced persons,IDPs), Economic Internal Rate of Return (EIRR >= 10%benchmark for utilities), and operating expenditure (OPEX) sustainability on the municipal tariff base.R_ready(25%weight,0–100pts — Technical, Legal & Safeguard Readiness): Scores whether land title is unencumbered,Proiect (P)/RDworking drawings and.bdcucost files hold a positiveЄДЕССБEkspertyza (EX01), and theOVD/ESMPsafeguard dossier is complete.G_bbb(20%weight,0–100pts — Build Back Better, Shelter &DNSHCompliance): Scores integration of a dual-use radiation/blast shelter (DBN V.2.2-5:2023), barrier-free accessibility (DBN V.2.2-40:2018), thermal modernization (DBN V.2.6-31:2021), and EU Taxonomy Do No Significant Harm (DNSH) screening.
Compare two municipal proposals competing for the same funding window:
-
Dossier A — Municipal District-Heating (
Teplokomunenergo) CHP & Trunk Main Rehabilitation (Stage 3 Complete):C_crit = 92(restores winter heating to48,000residents and3hospitals; verifiedRPZblast damage act)B_soc = 86(EIRR = 14.8%from gas savings and reduced water losses; serves11,200registeredIDPs)R_ready = 90(Proiect Papproved inЄДЕССБunderEX01, land cadastre verified,ESMPand chrysotile pipe-lagging abatement plan complete)G_bbb = 85(replaces legacy gas boilers with high-efficiency biomass/cogeneration, pre-insulatedEN 253pipes with leak detection, and backup power)- Calculation:
S_PIM(A) = (0.30 × 92) + (0.25 × 86) + (0.25 × 90) + (0.20 × 85) = 27.60 + 21.50 + 22.50 + 17.00 = 88.60 points(Tier 1SPPPriority — Approved for IFI / State Budget Financing Match at Stage 4).
-
Dossier B — Municipal Administrative & Cultural Center Reconstruction (Stage 1 Concept Only):
C_crit = 45(non-lifeline municipal building; alternative municipal offices operational nearby)B_soc = 52(no quantifiedEIRRorOPEXcoverage model)R_ready = 20(no intrusive structural survey, noProiect PinЄДЕССБ, no Ekspertyza, and noESMP)G_bbb = 40(preliminary concept lacks certifiedDBN V.2.2-5:2023shelter capacity engineering)- Calculation:
S_PIM(B) = (0.30 × 45) + (0.25 × 52) + (0.25 × 20) + (0.20 × 40) = 13.50 + 13.00 + 5.00 + 8.00 = 49.50 points(Deferred BelowSPPFinancing Threshold — Held at Stage 2 Until Technical & Safeguard Readiness ReachesR_ready >= 75).
Governance rule of thumb (Readiness Multiplier): Because R_ready (25%) and G_bbb (20%) together control 45% of the total S_PIM score, even a severely damaged municipal facility (C_crit >= 90) will stall below the 70-point bankability threshold if the hromada submits an un-surveyed Class 5 concept without ЄДЕССБ Ekspertyza and an IFI-compliant ESMP.
Matching municipal dossiers to Ukraine reconstruction sources
When municipal project preparation teams or public auditors examine ukraine reconstruction sources inside DREAM at Stage 4, they encounter four distinct financing channels. Each channel enforces its own appraisal threshold, local co-financing rule, environmental covenant, and procurement regime:
| Financing Channel | Primary Financial Instruments & Examples | Mandatory Entry Gate in DREAM |
Procurement & Disbursement Regime |
|---|---|---|---|
1. Domestic State & Local Budget Funds (Fund for Liquidation of Armed Aggression Consequences, DFRR, & Subventions) |
Direct State Budget capital subventions to hromadas and oblasts, paired with mandatory local municipal budget co-financing (spivfinansuvannia, typically 5% to 20% depending on community tax capacity index). |
Mandatory DREAM registration, inclusion in the Single Project Pipeline (SPP) under CMU Resolution No. 527, and ЄДЕССБ P/RD design with positive Ekspertyza (EX01). |
Ukrainian Law On Public Procurement (CMU Resolution No. 1178 open bidding in Prozorro); paid in UAH via State Treasury (DKSU) accounts tracked on Spending.gov.ua against KB-2v / KB-3 acts. |
2. European Union — Ukraine Facility (EUR 50 Billion, 2024–2027: Pillars I, II UIF, & III) |
Pillar I (~EUR 38.27B): Budget support tied to Ukraine Plan indicators.Pillar II ( ~EUR 6.97B UIF): EU guarantees and blended grants via EIB, EBRD, KfW, BGK.Pillar III ( ~EUR 4.76B): Technical assistance (PPF) & interest subsidies. |
DREAM serves as the digital monitoring backbone under the Ukraine Plan for sub-national recovery investments; requires EU Taxonomy Do No Significant Harm (DNSH) screening and EU Audit Board anti-fraud controls. |
Pillar I subventions flow through Prozorro and DKSU Treasury; Pillar II blended-finance operations follow implementing partner (EIB/EBRD) procurement rules plus EU restrictive-measure sanctions screening. |
3. Multilateral International Financial Institutions (IFIs) (World Bank IPF/URTF, EIB, EBRD, CEB, NEFCO) |
Sovereign loans and Multi-Donor Trust Fund grants passed as sub-grants to ministries and hromadas (e.g., World Bank HOPE, RELINC, HEAL) and direct municipal utility loans + investment grants (EBRD / EIB water and district heating). |
AACE Class 3 (TEO) appraisal for Project Appraisal Document (PAD) approval, mandatory ESIA / ESMP / ESCP (World Bank ESF) or ESAP (EBRD PR1–PR10), and an operational Project Implementation Unit (PIU). |
Governed by IFI Procurement Regulations (treaty supremacy under Article 6 of Ukraine’s Public Procurement Law): uses World Bank SPD / FIDIC contracts (detailed in our cost & FIDIC guide), audited under ISA standards. |
4. Bilateral Donors, UN Pooled Funds & Technical Assistance (UNDP, UCRF, USAID, JICA, KfW, GIZ, Sida, FCDO) |
Non-repayable capital grants, turnkey equipment supply (transformers, cogeneration units, modular boilers), and Project Preparation Facilities (PPFs) funding TEO, P/RD design, and ESIA dossiers for hromadas. |
Direct donor selection from the DREAM project bank, matching community needs cards to thematic windows (school shelters, clinics, demining/debris, or water and heating grid recovery). |
Frequently executed via direct donor procurement (off-budget) where UNDP, UNOPS, GIZ, or JICA procures the contractor directly and transfers the finished asset via an in-kind handover act recorded in DREAM. |
How Project Preparation Facilities (PPFs) bridge the municipal design gap
A recurring failure mode for smaller territorial communities (hromadas with populations under 50,000) and war-impacted municipal utilities is the Stage 2-to-Stage 3 liquidity trap: designing a Proiect (P) and Robocha Dokumentatsiia (RD) package, completing intrusive structural surveys (tekhnichne obstezhennia), paying state Ekspertyza fees, and drafting an English/Ukrainian ESIA / ESMP costs 3.5% to 7.0% of construction base cost before any capital grant is signed.
To avoid stalling at Stage 2, municipal teams pair DREAM Stage 2 concept dossiers with dedicated Project Preparation Facilities (PPFs)—including the World Bank PREPARE Ukraine project preparation trust fund, the EU Ukraine Facility Pillar III / JASPERS technical assistance window, the EIB Eastern Partnership Technical Assistance Trust Fund (EPTATF), and component design grants inside programs such as the World Bank HOPE housing project (Component 3). Funding the TEO, P/RD working drawings, and ESMP through a PPF elevates the dossier’s R_ready score from 20 to 90+, unlocking Stage 4 capital financing.
Environmental and social safeguards: Ukrainian OVD (Law No. 2059-VIII) vs. World Bank ESF, EBRD, and EIB standards
The single most frequent bottleneck stalling municipal infrastructure and housing projects between Stage 3 (Design) and Stage 4 (IFI/Donor Financing) in DREAM is the Environmental and Social Safeguards Gap. Municipal design institutes (proiektni instytuty) are trained to satisfy Ukrainian domestic construction norms (DBN) and Ukraine’s domestic Law On Environmental Impact Assessment (OVD — Otsinka vplyvu na dovkillia, Law No. 2059-VIII of 23 May 2017). However, multilateral and European ukraine reconstruction sources (World Bank ESF, EBRD Environmental and Social Policy, EIB Environmental and Social Standards, and the EU Ukraine Facility) cannot legally disburse funds on a domestic OVD record alone.
The wartime domestic OVD exemption trap (CMU Resolution No. 314 vs. IFI covenants)
Under martial-law amendments enacted to Ukrainian Law No. 2059-VIII (Pro OVD) and CMU Resolution No. 314, pure restoration or capital replacement of war-damaged buildings, water mains, boiler houses, and power grids within their existing cadastral footprint and capacity is frequently exempt from undergoing a full domestic OVD procedure in the Unified OVD Register (e-eco.gov.ua).
International Financial Institutions (World Bank, EIB, EBRD) and the EU Ukraine Facility DO NOT waive their environmental and social standards for war-damage reconstruction. Even on a 100% brownfield rehabilitation of a shelled apartment block—such as those covered in our panel building repair and energy retrofit analysis—or an existing municipal boiler plant, the municipality (zamovnyk) must prepare a site-specific Environmental and Social Management Plan (ESMP) (or ESMP Checklist for Moderate/Low risk works) and execute a legally binding Environmental and Social Commitment Plan (ESCP) or Environmental and Social Action Plan (ESAP) as a covenant of the financing agreement prior to launching Stage 5 procurement.
Six-domain statutory vs. multilateral safeguard crosswalk for DREAM dossiers
To pass IFI appraisal at Stage 4 without multi-month redesign delays, municipal PIUs must bridge six specific regulatory gaps between Ukrainian domestic law and international safeguard frameworks:
| Safeguard Domain | Ukrainian Statutory Requirement (OVD / DBN) |
Multilateral & EU Requirement (WB ESF / EBRD / EIB / DNSH) |
Mandatory Municipal Deliverable for DREAM Stage 3–4 |
|---|---|---|---|
| 1. Assessment Architecture & Binding Loan Covenants | Law No. 2059-VIII (Pro OVD) & Law No. 2354-VIII (Pro SEO): Divides activities into Category 1 (Mindovkillia review) and Category 2 (Oblast review) based on industrial pollution thresholds; exempts in-footprint war repairs under CMU Res. 314. |
World Bank ESS1 | EBRD PR1 | EIB Std 1 | EU DNSH: Risk-based classification (High, Substantial, Moderate, Low or Cat A/B/C). Mandates an ESIA or site-specific ESMP locked into the financing agreement via a binding ESCP or ESAP. |
Upload both the domestic OVD conclusion (or statutory CMU 314 exemption citation) and a bilingual ESMP whose mitigation measures are priced in BoQ Bill 1 (Preliminaries). |
2. Hazardous Demolition Debris & Chrysotile Asbestos (ACM) |
CMU Resolution No. 474 (27.09.2022) & Law No. 2320-IX (On Waste Management): Governs municipal war-debris storage sites (tymchasovi maidanchyky), sorting, and crushing. Legacy Soviet stock contains massive quantities of chrysotile asbestos roofing (shyfer) and pipe thermal lagging. |
World Bank ESS3 | EBRD PR3 | EIB Std 3 | WBG EHS Guidelines: Enforces a strict 0% ban on purchasing or installing any new asbestos-containing material (ACM) and mandates a dedicated Asbestos Management Plan (AMP) and Construction & Demolition Waste (CDW) Plan: wet-stripping, FFP3 respirators, disposable coveralls, double polyethylene bagging with hazard labels, and disposal in licensed hazardous cells (never crushed into road aggregate). |
Include a quantified Asbestos & Hazardous Debris Abatement line item in the BoQ and ESMP—following UNDP Ukraine’s hazardous debris clearance protocols and our Ukraine housing reconstruction guide. |
3. Labor, Occupational Health & Safety (OHS) & UXO Clearance |
DBN A.3.2-2-2009 (OHS in Construction) & Law No. 2642-VIII (On Mine Action): Standard site safety logs plus State Emergency Service (DSNS / SESU) or certified mine-action operator inspection on shelled or liberated territories. |
World Bank ESS2 & ESS4 | EBRD PR2 & PR4: Requires formal Labor Management Procedures (LMP) covering direct and subcontracted workers, a dedicated worker Grievance Mechanism, air-raid shelter evacuation rules, and an official Non-Technical / Technical Survey (NTS/TS) UXO Clearance Certificate before any earthworks. |
Upload the DSNS or accredited mine-action operator UXO Clearance Act into the DREAM dossier prior to issuing the Contractor’s Notice to Proceed (FIDIC Sub-Clause 8.1). |
4. Land Acquisition, Right-of-Way & Resettlement (RAP) |
Land Code of Ukraine & Law No. 1559-VI: Governs formal cadastral expropriation and monetary compensation only for registered legal land owners holding state title acts. | World Bank ESS5 | EBRD PR5 | EIB Std 6: Triggered whenever a project reroutes a water or heating main, expands a substation, or restricts access—even temporarily. Requires compensation at full replacement cost (0% depreciation deduction) and livelihood protection for informal or unregistered land users via a Resettlement Policy Framework (RPF) and Resettlement Action Plan (RAP / ARAP). |
Complete an ESS5 Land & Right-of-Way Screening Checklist at Stage 2/3. If any trench or structure crosses non-municipal plots, execute the ARAP and pay replacement compensation before civil works start. |
5. Universal Accessibility (MGN), Shelters & EU DNSH |
DBN V.2.2-40:2018 (Inclusiveness), DBN V.2.2-5:2023 (Civil Defense Shelters), & DBN V.2.6-31:2021 (Thermal Insulation): Mandatory since 2023–2024 for all public and residential reconstruction to pass State Ekspertyza in ЄДЕССБ. |
World Bank ESS4 | EIB Stds 4 & 8 | EU Ukraine Facility DNSH (Regulation 2020/852): Requires barrier-free access for veterans and persons with disabilities (MGN), climate-resilience screening, and Do No Significant Harm (DNSH) verification across six environmental objectives (mitigation, adaptation, water, circular economy, pollution, biodiversity). |
Confirm that the ЄДЕССБ Ekspertyza (EX01) explicitly certifies DBN V.2.2-40:2018 and DBN V.2.2-5:2023 compliance, and attach the signed EU DNSH Self-Assessment Checklist. |
6. Stakeholder Engagement (SEP) & Grievance Redress (GRM) |
Law No. 393/96-VR (On Citizens’ Appeals) & OVD Hearings: General municipal petition rule (30-day reply window), lacking construction-nuisance tracking, anonymous intake, or gender-based violence safeguards. |
World Bank ESS10 | EBRD PR10 | EIB Std 10: Mandates a documented Stakeholder Engagement Plan (SEP) consulting displaced residents (IDPs) and vulnerable groups, plus a project-level Grievance Redress Mechanism (GRM) with 3–5 business day acknowledgment, 15–30 day resolution, anonymous complaint intake, and confidential SEA/SH referral pathways. |
Publish the SEP summary and dedicated GRM hotline/web intake channels on physical site boards, the hromada website, and the DREAM project page before mobilization. |
Anti-corruption, UBO screening, and reconciling Treasury disbursements against KB-2v / KB-3 milestones
Public accountability in Ukraine’s recovery does not rest on a single portal—it operates through relational key matching across five open-data registries. Because DREAM, e-construction.gov.ua (ЄДЕССБ), Prozorro, the Unified State Register of Legal Entities (EDR / ЄДР), and the State Treasury portal (Spending.gov.ua / E-Data) share structured identifiers under the Open Contracting Data Standard (OCDS), any donor task team leader, State Audit Service (DASU) inspector, DoZorro civic monitor, or citizen can trace a project from damage act to bank transfer and physical commissioning.
Five-step cross-registry audit protocol and red-flag diagnostics
When auditing a reconstruction project across Ukraine’s digital ecosystem, follow five sequential relational join keys:
| Audit Step & Target Registry | Relational Join Key (Primary ↔ Foreign Key) |
Verification Protocol & Governance Red Flags |
|---|---|---|
Step 1 — Project Identity & SPP PriorityDREAM (dream.gov.ua) + SPP |
DREAM Project ID ↔ RPZ Damage Act ID + Initiator EDRPOU |
Verify: Initiator authority (hromada / utility), PIM score (S_PIM), link to Community Recovery Plan (PKV), and financing status (Financed vs. Seeking Funding).Red Flag: Public announcement claims “funded reconstruction” while DREAM shows 0% confirmed Stage 4 financing. |
Step 2 — Engineering & Safeguard Legalitye-Construction (ЄДЕССБ) + OVD |
ЄДЕССБ Object ID ↔ EX01:... (Ekspertyza) + IU01:... (DIAM Permit) + AT01:... (Engineer) |
Verify: Positive State Ekspertyza (EX01) on P/RD drawings, .bdcu Summary Cost Estimate (ZKR), active DIAM Building Permit (IU01), and named Technical Supervision Engineer (AT01).Red Flag: Works tender launched at Class 4/5 without an Ekspertyza ID, or site work starting without an IU01 permit. |
Step 3 — Procurement & Contract AddendaProzorro + DoZorro + DASU |
Prozorro Plan ID (UA-P-202X-...) → Tender ID (UA-202X-...) → OCDS Contract ID |
Verify: Ratio of Contract Award Price to Expected Value (ochikuvana vartist), itemized BoQ attachment (Dodatok do dohovoru), post-award Contract Addenda (Dodatkovi uhody), and DASU monitoring status (Моніторинг ДАСУ).Red Flag: Single-bidder award at 99.8% of Expected Value followed by multiple addenda hiking unit prices under Procurement Law Article 41 / CMU Res. 1178 without market indexation. |
Step 4 — Contractor Vetting, Sanctions & UBOEDR / ЄДР (usr.minjust.gov.ua) + Sanctions Lists |
8-digit Corporate Tax Code (EDRPOU — Код ЄДРПОУ) of General Contractor & Key Subcontractors |
Verify: Disclosed Ultimate Beneficial Owners (UBO >= 25% ownership/control) under AML Law No. 361-IX, zero ownership or control ties to the Russian Federation or Republic of Belarus (mandatory disqualification under CMU Res. 1178 Paragraph 47), World Bank Debarred Firms check, KVED 41.20 / 42.21 registration, and historical staff count.Red Flag: Newly formed shell company ( < 6 months old, minimal staff, opaque UBO chain) winning a CC3 infrastructure contract. |
Step 5 — Treasury Disbursement vs. KB-2v / KB-3Spending.gov.ua (E-Data / DKSU) + DREAM |
Contractor EDRPOU + Prozorro Contract # & Date in Treasury Payment Purpose (Призначення платежу) |
Verify: Parse every DKSU payment order text string into Advance Payments (Аванс / Попередня оплата) vs. Certified Work Payments (Оплата за виконані роботи згідно Акту КБ-2в №...).Red Flag: Cumulative Treasury payments ( F_cash = 30%) sitting unamortized (P_exec = 0%) past the 90–180 day statutory advance settlement window. |
Quantitative audit math: reconciling State Treasury cash (F_cash) against certified KB-2v / KB-3 physical execution (P_exec)
In Ukrainian public finance and multilateral fiduciary oversight, Cash Disbursed (Касові видатки) does not equal Work Completed (Виконані будівельні роботи). Under Ukrainian statutory accounting and FIDIC Clause 14, contract disbursements fall into two distinct categories:
- Contractual Advance Payment (
Попередня оплата / Аванс): Under CMU Resolution No. 1070 (as amended during martial law), procuring entities may disburse an advance—typically capped at30%of the annual work volume for a settlement window of3 to 12 monthsto procure long-lead pipes, transformers, rebar, and materials—into a restricted non-budgetary Treasury account (небюджетний рахунок у ДКСУ) or against an irrevocable bank guarantee. An advance transfers liquidity; it records0.0%physical construction completion. - Certified Interim Milestone Payment (
Проміжні платежі за актами КБ-2в та довідкою КБ-3/FIDIC IPC): Disbursed only after the Contractor, the certified Technical Supervision Engineer (Інженер технічного нагляду,AT01:...), and the Employer sign FormKB-2v(Акт приймання виконаних будівельних робіт — itemizing measured physical quantitiesQ_actualperBoQline) and FormKB-3(Довідка про вартість виконаних будівельних робіт та витрати — summarizing gross financial value, VAT, and proportional deduction/amortization of the earlier advance).
To audit any active contract at date t, compute four reconciliation metrics:
- Unamortized Advance Balance (
UAB_tat datet):UAB_t = Advance_Disbursed_Treasury - Cumulative_Advance_Amortized_on_KB3 - Cumulative Treasury Cash Disbursed Ratio (
F_cash):F_cash = Cumulative_Treasury_Payments_UAH / Current_Contract_Value_UAH - Cumulative Certified Physical Execution Ratio (
P_exec):P_exec = Cumulative_Signed_KB2v_KB3_Gross_Value_UAH / Current_Contract_Value_UAH - Financial-to-Physical Disbursement Gap (
ΔGap):ΔGap = F_cash - P_exec = UAB_t / Current_Contract_Value_UAH
Fiduciary boundary condition: At every point t during contract implementation, ΔGap must never exceed the contractual advance ceiling (ΔGap <= +30.0%), must decline monotonically as monthly KB-2v / KB-3 certificates amortize the advance, and must converge to ΔGap = 0.0% (or -5.0% to -10.0% where contractual Warranty Retention Money is withheld during the 12–24 month Defects Notification Period) at Stage 7 DIAM commissioning.

Consider an editorial audit walkthrough of a municipal vodokanal reconstruction contract replacing blast-damaged trunk water mains and rehabilitating a pumping station (see our municipal water and district heating grid recovery guide for technical scope). The signed Prozorro contract value is Current_Contract_Value = UAH 120.00 million (including VAT) over a 12-month schedule, with a 30.0% contractual advance (UAH 36.00M) amortized proportionally by deducting 30.0% from each monthly KB-2v / KB-3 gross valuation, and a 5.0% Defects Notification Period (DNP) warranty retention (UAH 6.00M) deducted at final settlement:
| Project Milestone & Registry Evidence | Cumulative Treasury Cash Paid (F_cash) |
Cumulative Signed KB-2v / KB-3 Gross Work (P_exec) |
Cumulative Advance Amortized on KB-3 |
Unamortized Advance Balance (UAB_t & ΔGap) |

Month 1 — Mobilization & Ductile Iron Pipe AdvanceSpending.gov.ua order cites "Аванс 30% згідно договору" |
UAH 36.00M( F_cash = 30.0%) |
UAH 0.00M( P_exec = 0.0%) |
UAH 0.00M |
UAH 36.00M( ΔGap = +30.0%) |
Normal Mobilization State: UAH 36.00M (30.0%) transferred for pipe and pump procurement. Physical work on site is 0.0%. Reporting this transfer as “30% of the water project completed” is a factual error. |
| Month 4 — Trenching & 2.4 km Pipe Laid Signed KB-2v #1–#3 uploaded with Engineer AT01 signature |
UAH 64.00M( F_cash = 53.3%) |
UAH 40.00M( P_exec = 33.3%) |
UAH 12.00M( 0.30 × 40.00M) |
UAH 24.00M( ΔGap = +20.0%) |
Compliant Execution: Contractor certified UAH 40.00M (33.3%) of measured trenching and pipe laying, amortized UAH 12.00M of the advance on KB-3, and received UAH 28.00M in net progress cash (36.00 + 28.00 = 64.00M). |
| Month 8 — Pumping Station Civil & MEP Installation Signed KB-2v #4–#7 + pressure test logs in DREAM |
UAH 102.00M( F_cash = 85.0%) |
UAH 94.29M( P_exec = 78.6%) |
UAH 28.29M( 0.30 × 94.29M) |
UAH 7.71M( ΔGap = +6.4%) |
Converging Toward Delivery: 78.6% of physical works are signed by the Technical Supervision Engineer in KB-2v; only UAH 7.71M (6.4%) of the initial advance remains unamortized. |
Month 12 — Hydraulic Testing, DIAM Commissioning & KB-2v #10DIAM Readiness Certificate issued in ЄДЕССБ |
UAH 114.00M( F_cash = 95.0%) |
UAH 120.00M( P_exec = 100.0%) |
UAH 36.00M( 100.0% settled) |
UAH 0.00M( ΔGap = -5.0% due to 5% Retention) |
Verified Service Completion: 100.0% of works certified on KB-2v / KB-3, DIAM Readiness Certificate registered, advance 100% amortized, and UAH 6.00M (5.0%) held as DNP warranty retention for 12 months. |
Step-by-step arithmetic for Month 4 reconciliation:
- Gross physical works certified on
KB-2v #1–#3:UAH 40.00 million(P_exec = 40.00 / 120.00 = 33.33%). - Proportional advance amortization deducted on
KB-3:0.30 × UAH 40.00M = UAH 12.00 million. - Net progress cash payable by State Treasury (
DKSU) for Month 2–4 works:UAH 40.00M - UAH 12.00M = UAH 28.00 million. - Cumulative Treasury cash disbursed (
F_cash):UAH 36.00M (Month 1 advance) + UAH 28.00M (net progress cash) = UAH 64.00 million(64.00 / 120.00 = 53.33%). - Remaining Unamortized Advance Balance (
UAB_4):UAH 36.00M - UAH 12.00M = UAH 24.00 million(ΔGap = 53.33% - 33.33% = +20.00% = 24.00 / 120.00).
Audit red-flag rule (DASU & DoZorro Overdue Advance Trigger): If Spending.gov.ua shows F_cash = 30.0% (UAH 36.00M advance disbursed) and 90 to 180 days elapse with P_exec = 0.0% (zero signed KB-2v acts uploaded to DREAM or Prozorro), or if the procuring entity signs a contract addendum extending the advance settlement deadline without certified site delivery, the contract exhibits an overdue unamortized advance (прострочена дебіторська заборгованість)—triggering mandatory State Audit Service (DASU) financial recovery orders and bank-guarantee forfeiture.
